AGENDA: Discussion Sessions with the Facilitator on "Stubborn Problems"

Purpose of meeting
It is intended to assist the Ministry in:
- Clarifying and identifying the "stubborn problems" faced by the department / Ministry
- Be in a place for the department / Ministry to share its views, questions or reactions to the "stubborn
problems' raised by the department / Ministry
- Clarifying of next steps forward including setting and designing data tables that would substantiate the
behaviour of the problems (behaviour over time graphs)
- Creating platforms for subsequent discussions as needed to uncover archetypes and eventually the key
success loop
- Preparing the team to anticipate the depth and extent of this stage of the project.
Preparation So Far
The participation at the workshop sessions to-date for you on Modules 1 and 2 was intended to prepare you
for this milestone: participation in discussion sessions on your department's / Ministry's key stubborn areas /
persistent issues.
Where to Start Going Forward
These are areas that have stayed resistant to efforts by you / your predecessor or your department / Ministry
to reduce or eliminate them and at some level has shown an increase over time. We heard of several
examples at the workshops, including water shortages, persistence of HIV/AIDs, urgent files, seeing passion
on the process grow (rather than the outcome), creating the spirit of voluntarism, crime rates, addictions,
dependencies, constraints, poverty, desertification, etc.
Now, the turn has come for you to work on your areas of concern.
How do you Prepare for the Next Step
In preparation, start by thinking of problems that ‘whatever we tried to do, the problem does not seem to go
away’ (refer to page 37 of Module 2 manual). Think ahead of Steps 2, 3, and 4.
Request your PIC to organize up to three dates of discussions sessions within one month of completion of
Module 2. Pencil the dates ahead in your diary.
What to Expect in the Coming Months
This will mark the beginning of a series of sessions we will be setting and following up till the identification,
understanding, clarifying and determining what needs to be done in terms of the stubborn problems both
within and beyond the Ministry.
I look forward to working with the issues / problems you notice has been resistant to change..
Expected Duration
3 hours for each session. Expect to have up to ten sessions organized for this part of the process.
Logistics
Kindly arrange for a flipchart board in the room for use by the consultant. To also make available the following:
- Copies of page 37 of Module 2 (see link above)
- To ensure flipchart notes prepared during the course of Module 1 and 2 workshops are put on display at
the discussion sessions - for every session
- Participants are reminded to bring their Module 2 manual for every discussion session
- Flipchart boards and paper for use during each session.
